Do it as cheap eligibility hygiene: verify the property, submit the XML sitemap, turn on IndexNow, and confirm money URLs are actually in Bing’s index. Do not treat the console as a ChatGPT citation dashboard. OpenAI says ChatGPT Search sometimes partners with other search providers and lists Microsoft’s privacy statement; Enterprise/Edu help is more explicit that ChatGPT may share disassociated search queries with the Bing search engine. Do you actually need Bing Webmaster Tools for ChatGPT?
You need it if ChatGPT Search visibility is a goal and you currently have no Bing property, no submitted sitemap, and no idea whether Bing indexed the URLs you care about. You do not need it as a weekly ChatGPT ops console, and you do not need it before the page can be quoted.
The job of the tool is Microsoft-side discovery and Microsoft-side AI citation reporting. The job of ChatGPT Search inclusion, as OpenAI writes it, is crawl eligibility for OAI-SearchBot plus whatever retrieval mix OpenAI is running that week. Those jobs overlap. They are not the same ticket.

Operator rule: if you cannot open Bing Webmaster Tools on the live hostname, you are guessing about one retrieval partner OpenAI is willing to name. Guessing is not a strategy.
What has OpenAI actually published about Bing?
Quote the help center, not a Twitter thread. As of mid-August 2026, OpenAI does not publish a webmaster console, does not let you submit a sitemap to ChatGPT, and does not say “get into the Bing index and you will be cited.”

Hedge you must keep: OpenAI can add, drop, or cohort-gate providers without updating your deck. The named Bing partnership is a reason to keep Bing healthy. It is not a contract that Bing coverage equals citation share.
Does Bing index equal ChatGPT citations?
No. Indexed-in-Bing is a plausible eligibility condition for one retrieval path. Citation is a later filter: the model has to retrieve the URL, find a passage it can use, and choose to show it.
Two public pictures disagree on how central Bing is. You should hold both, dated, and not average them into a fake “industry architecture.”
Picture A — OpenAI product copy. Third-party providers exist; Bing is named for Enterprise/Edu query sharing; OAI-SearchBot is the search crawler you can allow or block.
Picture B — Independent capture work. RESONEO’s August 17, 2026 Search Engine Land writeup (1,200 ChatGPT answers, 88,000 search results, 26,900 distinct pages) argued OpenAI also runs its own web index. They reported only 1.5% of labrador URLs appearing in Bing’s top 20 for the same fan-outs, and no matching snippets. They also reported that free Instant answers were fed almost entirely from that in-house index, with a live-data exception splitting roughly 50/50 with scraped Google results. In an August replay, free Think was 74.7% labrador in their set; paid Thinking was 75.3% scraped Google and 24.7% labrador. Those are their captures and their classifier after the result_source field disappeared from the client stream on July 21, 2026. OpenAI has not confirmed the pipeline names.

Agency recaps sometimes quote overlap rates between ChatGPT citations and Bing’s top 10. I am not repeating a percentage I cannot open as a primary methods page from this desk. If you put one in a slide, put the study name, date, n, and query set on the same slide.
How to use that research without lying in a meeting:

Operator rule: Bing indexed is necessary-looking for the Bing-shaped pipe. It is not sufficient for ChatGPT, and it may not even be on the path for the free Instant corpus RESONEO described.
What Bing Webmaster Tools actually measures
The console is still a search-engine webmaster suite. Crawl, index, search performance, sitemaps, URL inspection, IndexNow. In February 2026 Microsoft added an AI Performance public preview: total citations, average cited pages, sampled grounding queries, page-level citation counts, and a trend line. Coverage, in Microsoft’s words: Microsoft Copilot, AI-generated summaries in Bing, and select partner integrations.
Microsoft is explicit about what the numbers are not. Total citations do not indicate placement inside an answer. Average cited pages do not indicate ranking or authority. Grounding queries are a sample, and they are the phrases the AI used when retrieving cited content — not a dump of user questions.

Checklist before you screenshot AI Performance into a ChatGPT QBR:
- Property hostname matches the cited URL (www vs apex, http vs https)
- Date range frozen and labeled “preview”
- You say “Copilot / Bing AI / select partners,” not “ChatGPT”
- Grounding queries treated as a sample
- ChatGPT measured separately with a prompt log
How to read a grounding query without inventing user intent:
- Copy the phrase Microsoft sampled.
- Note which of your URLs it attached to.
- Ask: is that phrase close to a prompt in your ChatGPT panel, or is it a Copilot/Bing-AI rewrite?
- If the URL is a thin cousin of the page you actually want cited, fix canonicals and internal links — do not publish a duplicate to “match the query.”
- If AI Performance is empty, do not conclude ChatGPT is empty. Confirm Bing indexation first, then run the ChatGPT panel anyway.

Microsoft’s own July 2025 webmaster post on sitemaps is the other hedge you need on a slide: no tool can guarantee when or how your content will appear in AI-generated results. They still want the sitemap plus IndexNow. That is the honest Microsoft position.
How do you verify the property and submit a sitemap?
Do the boring sequence once. Then inspect the URLs that actually answer commercial questions, not the homepage.
Procedure:
- Open Bing Webmaster Tools and add every hostname you ship: apex,
www, docs, app blog, regional hosts. Bing treats properties separately. - Verify ownership (DNS CNAME/TXT, meta tag, or XML file). Importing from Google Search Console is a shortcut for adding the property. It does not prove Bing indexed your money URLs.
- Submit the XML sitemap(s) under Sitemaps. Also list
Sitemap:inrobots.txtso Bing can rediscover the feed if the console glitches. - Confirm submission status, last read date, and errors. Microsoft says that once the sitemap is submitted or listed in robots.txt, Bing tries to fetch it immediately and then typically rereads it at least once per day.
- Use accurate
lastmodin ISO 8601 with time, matching the page’s real update — not the sitemap generate timestamp. Bing’s July 2025 post sayschangefreqandpriorityare ignored. - URL-inspect the 10–20 pages you actually want cited. Compare your declared canonical to what Bing selected.
- Only then ping IndexNow on the URLs you just changed.

Decide GPTBot in a separate ticket. Do not paste a “block all AI” gist that also bans Search.
XML remains Bing’s preferred sitemap format because it carries lastmod. Compress with .gz if the file is large. Limits Microsoft restated in that July 2025 post: 50,000 URLs per sitemap file, 50,000 child sitemaps per index file. Do not invent a “ChatGPT sitemap.” There isn’t one.
Should you turn on IndexNow?
Yes, as a ping, not as a ranking cheat code. IndexNow is an open protocol: you notify participating engines when a URL is added, updated, or deleted. Bing’s URL-submission help strongly recommends IndexNow over the older URL Submission API, and says a 200 only means the engine received the URL. Microsoft’s AI Performance post also tells publishers to use IndexNow so AI systems can reference the current version of a page.
IndexNow does not index the page. It does not rewrite a weak lead. It does not create a ChatGPT citation.

IndexNow key rules worth getting right the first time:
- UTF-8 key file hosted; key is 8–128 characters (

- Watch 403 (bad key), 422 (URL doesn’t belong to host), 429 (you are spamming)

If your CMS already speaks IndexNow, turn it on and verify the key file. Do not build a custom poster until that path is proven broken.

Ping the five URLs you edited this week. If those five do not show as received, nothing else in the CMS settings matters.
What about OAI-SearchBot, Bingbot, and GPTBot?
Three different robots, three different jobs. Mixing them up is the fastest way to “do AEO” and then make yourself ineligible.
OpenAI’s crawler documentation is the primary page. Settings are independent. You can allow OAI-SearchBot for ChatGPT search and disallow GPTBot so crawled content is not used to train foundation models. robots.txt changes can take about 24 hours to apply for search.

Bing added data-nosnippet in October 2025 so you can keep a page indexed while excluding marked sections from snippets and AI-generated answers. That is a scalpel. Using it on the definition paragraph is how you “win” indexation and still never get quoted.
What breaks when you only run Google Search Console?
The failure is not “Bing traffic is small.” The failure is operating a Google-only crawl/index picture while ChatGPT Search is allowed to ask Bing, and while Microsoft Copilot is citing from Bing whether you watch it or not.
Concrete pattern I see on production sites (no invented recovery rates): the site ranks in Google because Google renders the JS app. Bing indexes the empty shell. Homepage shows as indexed in Bing Webmaster Tools, so the SEO lead closes the ticket. ChatGPT Search, when it does retrieve live pages, has nothing extractable. Copilot never cites the pricing page because Bing never stored the price.

I have been SEO certified since 2021. The certification does not make Bing interesting. It makes “we only look at GSC” a predictable miss when a named ChatGPT partner is Microsoft.
Do not attach a percentage to this failure. If you need a number, use your inspection count: how many of the 20 money URLs are indexed in Bing today.
Diagnosis procedure when “Google is fine, ChatGPT is not”:
- Fetch the URL with a desktop browser. Confirm the answer is visible.
- Fetch the same URL with JavaScript disabled, or
curlthe HTML. If the lead vanishes, you have a rendering problem Bing and OpenAI may share. - Check

If step 2 fails, stop talking about Bing Webmaster Tools. The console cannot store a sentence that was never in the HTML.
Which URLs belong in Bing first?
Not the blog archive. Not every parameter URL in the sitemap. The same protect-versus-reinvent split as the rest of this lane.
Protect (revenue and trust): pricing, packages, demo/contact/audit landers, high-intent service pages, named case pages you can stand behind, the entity/About page that stops Copilot inventing your city.
Reinvent (citation candidates): the five explainers that already answer the questions in your ChatGPT panel. Give them a dated lead and one table. If the claim needs a unique number, that is the original research spoke — not a Bing setting.
Demote: faceted duplicates, thank-you pages, session IDs, thin tag archives. They steal crawl and confuse canonicals. Microsoft’s December 2025 duplicate-content note is directional here: overlapping near-copies make it harder for AI systems to pick a grounding URL. I will not pretend Microsoft published a recovery rate for cleaning them up.

Split the scoreboard or you will celebrate Copilot citations and miss ChatGPT, or the reverse.
Microsoft side (first-party). Bing index coverage on the frozen URL list. Sitemap last-read. IndexNow 200s. AI Performance total citations and page-level citations, labeled as Copilot / Bing AI / select partners. Optional: Bing Search clicks on those URLs — useful, not the ChatGPT KPI.
OpenAI side (you have to collect it). Frozen prompt panel in ChatGPT with Search available. Same plan class you care about (Free vs paid changes retrieval in RESONEO’s captures). Log: search used yes/no, your URL cited / mentioned / absent, competitor domains, date, account.
